Job Overview

The Regional Risk Manager is responsible for implementing, facilitating and promoting efficient and effective risk management systems and processes within their specific regional area and across the whole Health Board in line with their regional counterparts.

Main duties of the job

The post holder will provide competent and often complex risk management advice to directorates, divisions, sites and services, demonstrating well informed and specialist knowledge including legislative and regulatory frameworks, national and local health board standards and guidelines and recommending appropriate courses of action.

The post holder will act as a regional focal point for risk management communications, national and local guidelines, alerts, audits and other forms of documented best practice to ensure appropriate dissemination and action is taken to drive forward improvement in a consistent manner across the whole Health Board.

The post holder will promote and facilitate improvements and standards of excellence for risk management activities across the Health Board, working closely with their regional directorates, divisions, sites and services to ensure systems and processes are in place to proactively manage risk (including clinical and non-clinical).

The post holder will be responsible for supporting the development, implementation, review and ongoing delivery of the directorate, divisional, site and service risk management procedures and improvement plans to ensure they reflect the overarching Health Board’s Risk Management Strategy and will actively contribute to the appropriate Divisional Quality, Safety and Risk Meetings ensuring that all members are fully informed of the risk management activity within their area

Detailed Job Description And Main Responsibilities

Leadership

The post holder will:

  • Lead on the regional development, implementation and facilitation of systems and processes to allow for continuous improvements in the risk management in line with the overarching Risk Management Strategy and Policy.
  • Lead on the regional risk profiling processes supporting directorates, divisions, sites and services to identify risks to the delivery of their aims and objectives and ensuring that risk management priorities are reflected in local business planning processes.
  • Develop a regional culture where risk management is viewed positively and seen as an opportunity for learning by creating a risk aware rather than a risk averse environment in line with the organisational wide risk culture.
  • Lead on the regional implementation, audit and evaluation of risk management key performance indicators, to support the implementation of the organisational wide governance, monitoring and reporting arrangements.
  • Lead on ensuring that effective regional mechanisms are in place to comply with organisational wide internal and external assessment processes, including Healthcare and Social Care Standards, Welsh Risk Pool Standards, Internal and External Audit Work Plan, in relation to risk management.
  • Be accountable for advancing the development, implementation and monitoring of a consistent and sustainable system for delivering the required regional risk management assurances to the Head of Risk Management, Board Committees and the Board.
  • Through the development and delivery of suitable training programmes, the post holder will be responsible for raising the regional profile of risk management within the organisation and providing appropriate support to staff in relation to these areas.
  • Work with Directors, Senior Managers, Clinicians and other key personnel across their regional area to facilitate the development of the risk profile thereby ensuring that risks are being effectively identified and action plans developed to manage risk. This aspect will cover regional areas of operation within directorates, divisions, sites and services including and not restricted to clinical practice.
