Job Summary
An exciting opportunity has arisen with the HMNB Devonport Communications & Information Systems (CIS) Team for a Project Manager. The successful candidate will work closely with Infrastructure Delivery Officers to plan and deliver concurrently a range of small, medium and large CIS projects of varying degrees of complexity, efficiently and within cost quality and time parameters.
Reporting to the CIS PMO Manager, the successful candidate will be part of the Naval Base Commander’s (NBC) CIS Team in Devonport, with an overriding drive to develop the Naval Base and Dockyard site communications infrastructure to support the military capabilities of the future, enabled through a modern and digitised ICT network, delivered in close partnership with Industry Partners and other stakeholders across Defence.

By its nature, the site is a highly complex environment where a myriad of strategic demands, commercial and financial arrangements combine to deliver Defence outputs. Key to supporting the Naval Base deliver best for Defence outputs is CIS, which is far and wide-reaching across the Devonport site.

Job Description
A strong background in project delivery using the APM Portfolio, Programme and Project Management (P3M) framework or extensive experience in alternative best practice methodologies.
Excellent oral communication, presentation, and organisational skills. Able to create written work to a high standard including Business Cases; Project Initiation Documents and User Requirement Documents. Excel in stakeholder engagement, showcasing exceptional communication skills to manage relationships effectively with clients, suppliers and internal teams.

Job Description
- To undertake project management & co-ordination SME activities to plan and deliver concurrently a range of small, medium, and large CIS projects of varying degrees of complexity, efficiently and within cost, quality, and time parameters.
- To work collaboratively with the CIS Infrastructure Operations team to ensure that projects have a viable and efficient technical design solution that is deliverable and aligns with the future CIS Programme of Work and architecture plan.
- To provide CIS project office support, ensuring project requirements, justifications, and funding routes are accurately captured in a supporting PID/BC; and project action plans and schedules developed, and any project risks identified and reported to the CIS PMO Manager for consideration.
- Support Communications and Information Systems (CIS) Project Management Office (PMO) functional outputs and delivery of CIS infrastructure and services within HMNB Devonport and HMS Drake as directed by the PMO Manager.
- Foster collaboration and build relationships with our Industry Partners (and their sub-contractors) and MoD stakeholders (Defence Digital, Navy Digital, and Defence Infrastructure Organisation) to ensure project requirements are delivered within Time, Cost and Quality parameters, aligning with future strategy, the ‘One Devonport’ vision and in accordance with agreed Defence Digital and Navy Digital contracts.
- Responsible to the CIS PMO Manager for the delivery of a Devonport enterprise CIS single point of contact function. Providing site Business Units (including lodger units) with CIS subject matter expert advice and guidance and project office support throughout the CIS CADMID lifecycle (Concept, Assessment, Design, Manufacture, Installation, Disposal).
- Represent the CIS PMO Manager through direct engagement with the appropriate Contract Authority (Defence Digital or Navy Digital) and the local Design Authority (Site Coordinating Installation Design Authority) as required. Ensuring all Defence/Navy Digital project work is planned, prioritised and deconflicted against Naval Base Output to ensure that existing and new services and infrastructure is used efficiently, complies to MOD standards for the design and installation, and does not compromise Nuclear and Non-Nuclear safety and security.
- Engage the CIS Operational Support Officer at the earliest opportunity regarding project work that may cause an outage to service at the earliest opportunity, ensuring relevant procedures are followed.
- Provide CIS project support for specific allocated projects to deliver the Forward New Works Programme; interfacing with the Estates and Design Authorities to generate work requisition orders raised via the relevant contracts.
- Provide advice and ensure compliance with appropriate MoD and Government policy and processes, in terms of CIS project delivery, monitoring, change control, quality and assurance activity and records.
- Support the identification of CIS risks and monitor the implementation of appropriate risk responses / mitigations across the Devonport site, as agreed with the CIS PMO Manager.
- Monitor and prioritise own workload and delivery of CIS projects, engaging with appropriate forums to understand future demands and CIS pipeline projects. Escalate capacity issues to the PMO Manager where appropriate.
