Job Summary

Defence Marine Services Next Generation (DMS-NG) is part of the Director Navy Acquisition (DNA) business area within Navy Command, operating through Naval Base Commander (NBC) Portsmouth, as the Senior User. DMS (the intelligent customer) is responsible for meeting customer requirements for Marine Services support within the Naval Bases at Clyde, Devonport and Portsmouth and various inshore and offshore activities in support of Defence outputs. DMS outputs are currently delivered through two contracts: Continued Provision of Marine Services (CPMS) and Range Safety and Aircrew Training (RSACT). In 2025 these contracts will be superceded by 4 new contracts which includes a Vessel Replacement Programme (VRP).

As a Capability & Requirements Manager within a dedicated, high-quality Requirements and Technical (RAT) team, you will provide specialist maritime and engineering subject matter expertise, support and advice to the DMS-NG Programme Director, RAT Section Lead, Commercial team, Transition Manager, and the wider DMS portfolio. You will work with Marine Services Superintendents, key customers, stakeholders and various capability desks within Navy Command to achieve the goals and objectives of the Programme. The RAT team manage and own the Statements of Requirement (SOR) change process for the future Marine Services Contracts. Requirements Managers are expected to support the development of contract documentation, conduct bid evaluation and aid the transition period with any new contractor/s and the acceptance into service of new vessels.

This position is advertised at 37 hours per week.

Job Description

The Capability and Requirements Manager 3, will be specifically responsible for all technical aspects of the compilation and acceptance of the In Port Contract (C1) Vessel Replacement Programme (VRP) followed by integration and acceptance of the vessels into service, eventually leading to disposal of the replaced craft.

Post DMS-NG Service Commencement Date (SCD) of the new contracts; working with your VRP colleagues you will have responsibility for current and future obsolescence management and future replacement of Authority owned vessels across all 4 contracts (C1 to C4). You will also act as the Intelligent Customer for technical reports and surveys received from third parties chartering DMS owned vessels. This will incorporate legislative changes and compliance imposed by Net Zero Carbon 2050 and the drive to increase UK Shipbuilding content of all future vessels.

Main Responsibilities Will Include:

  • Acting as the interface between Maritime Capability /DMS-NG/ Defence Marine Services In Service Support and other cross project stakeholders, within and external to Navy Command and key customers/end users with particular responsibility for the compilation and acceptance of the C1 VRP followed by integration and acceptance of the vessels and leading to disposal. Additionally responsible for the obsolescence management and strategic planning for future replacement of Authority owned vessels across all 4 contracts plus acting as the Intelligent Customer for technical reports and surveys received from third parties chartering DMS owned vessels and advice to DMS-NG and DMS Delivery teams.
  • Ensuring that the proposed Maritime services capabilities are fit for purpose and in line with Defence requirements, strategic priorities and the Maritime Capability Strategy.
  • Working with stakeholders to identify new opportunities to reduce obsolescence and derive financial / operational benefits from the marine services contract/s through the DMS-NG SOR and associated KURs.
  • Line Management responsibility for junior MSO posts will be expected in due course.

Person specification

This is an exciting, unique opportunity for a suitably qualified and experienced commercial or military mariner to join a dynamic team based within HMNB Portsmouth with pan defence maritime responsibilities. An Engineering or Naval Architecture background would be preferred. The post holder will need to be a proven self-starter capable of acting independently, able to communicate effectively both verbally and written. Also capable of interacting at all levels in both a commercial and military context to build relations with key stakeholders. Capable of successfully managing and helping to deliver the new maritime contracts. Travel around the UK and sometimes overseas will be required. There will be huge opportunities for the successful candidate to grow both contract management and delivery skills whilst in post.

Qualifications

On entry, maritime professional staff joining as MSO’s must have one of the following qualifications:

  • MCA Recognised STCW II/2 Master unlimited Certificate of Competency; or
  • MCA Recognised STCW III/2 Chief Engineer unlimited Certificate of Competency; or
  • RN Ship Command Qualifications or Engineering equivalent; RN Deck qualification - CQ1, RN Engineering qualification – Marine Engineering Charge Qualification
  • Degree in; Naval Architecture, Marine Engineering, Mechanical Engineering, Marine Technology or Port Operations.

Applicants must be able to provide proof of qualifications during the application process. All qualifications/licences declared must be held at point of application and if application be in date. Equivalent qualifications will not be accepted.

Applicants must be able to apply previous knowledge of the marine industry to support the work undertaken. They will be expected to demonstrate experience in one or more areas such as design, construction, survey, maritime operations and administration.
